Abstract
The governance of emergent multi-agent AI systems represents a significant unsolved problem. As orchestration architectures demonstrate that swappable agent pools can match restricted frontier models on benchmark performance, a gap becomes visible: routing intelligence across models is increasingly well understood; authorizing what those agents may do while executing remains largely open. This paper presents results from an eight-round research chain conducted on RSIForge.com exploring extensions of IBA to recursive, multi-agent contexts.
Key Findings
No single authorization mode wins in all regimes — systems need architectural support to switch between static, adaptive, and recursive modes while preserving audit continuity.
In simulation, a reputation-based oversight structure emerged without being pre-programmed — raising the question of whether such emergent governance is auditable and aligned.
