A concept for applying IBA’s authorization model to subcontracted AI risk — not a deployed system.

The Problem

The Accountable Supply Chain

Global Primes are eager to leverage the agility of Small and Medium Businesses (SMBs), but unquantifiable AI risk creates a liability bottleneck. IBA’s architecture could, in principle, address this by binding contractual relationships into deterministic enforcement layers — letting SMBs deploy fast AI models while giving Primes a cryptographic record of what was authorized.

The Concept

Liability Hardening

By tethering AI agents to a signed Intent-Hash — on the public record via NIST filing, not a certification of compliance — the SMB moves from unverifiable performance claims toward a documented, auditable trail for insurers and Prime stakeholders.

Automated Governance

Primes provide a “Master Intent” (a CAD specification, a production standard, an operational protocol). The SMB’s systems would inherit these bounds as a declared execution boundary, in principle detecting drift before it compounds.
